ESPERANZA, Valverde. – El educador Luis Dionicio Genao, director de un centro educativo público en este municipio, emitió observaciones puntuales al Ministerio de Educación (MINERD) sobre las consecuencias que genera en los planteles escolares la falta de entrega oportuna y suficiente de los fondos descentralizados, afectando la operatividad y desarrollo de los centros.
Genao advirtió que esta situación mantiene la burocracia y centralización del sistema, provocando lentitud en la toma de decisiones, ineficiencia en la gestión de recursos, falta de autonomía para directores y docentes, y respuestas tardías ante necesidades urgentes, lo cual impacta negativamente la calidad educativa.
Asimismo, destacó que la ausencia de estos fondos impide una participación activa de la comunidad educativa y perpetúa inequidades entre los centros escolares. Señaló también que se limita la capacidad de innovación local y que el malestar por esta situación podría derivar en protestas y tensiones en el sector educativo.
El académico concluyó reafirmando que la descentralización es clave para una educación más justa, ágil y participativa, y exhortó al MINERD a cumplir con los desembolsos en tiempo y forma para evitar mayores daños al sistema educativo nacional.

ESPERANZA, Valverde – Educator Luis Dionicio Genao, director of a public school in this municipality, addressed the Ministry of Education (MINERD) with a series of concerns about the negative impact caused by delayed and insufficient disbursement of decentralized funds to schools.
Genao pointed out that this delay perpetuates centralization and bureaucracy, slowing down decision-making, reducing resource efficiency, limiting the autonomy of directors and teachers, and delaying urgent responses—ultimately affecting the quality of education.
He also noted that the lack of timely funding weakens community participation, deepens inequality among schools, and stifles local innovation. According to Genao, these conditions could lead to widespread discontent and even protests in the education sector.
The educator concluded by reaffirming that decentralization is essential for a more equitable, agile, and participatory education system, urging MINERD to deliver the funds promptly to avoid further harm to national education.
